Bratislava wird Sitz der Europäischen Arbeitsbehörde

(UD) Die Mitgliedstaaten haben am 13. Juni 2019 beschlossen, dass die slowakische Hauptstadt Bratislava den Sitz der Europäischen Arbeitsbehörde übernehmen wird. Damit kann die von Kommissionspräsident Juncker vorgeschlagene neue Behörde ihre Arbeit im Oktober aufnehmen. 140 Mitarbeiter und Verbindungsbeamte der Mitgliedstaaten werden die Mobilität der Arbeitskräfte fördern und den Mitgliedstaaten die Instrumente an die Hand geben, die sie für eine wirksamere Zusammenarbeit bei der Bekämpfung von Missbrauch benötigen. Vier Mitgliedstaaten hatten sich um den Sitz der Europäischen Arbeitsbehörde beworben: Bulgarien (Sofia), Zypern (Nikosia), Lettland (Riga) und die Slowakei (Bratislava).

Die Europäische Arbeitsbehörde wird ihre Arbeit als neue EU-Agentur nach der endgültigen Annahme der Gründungsverordnung im Jahr 2019 aufnehmen können und bis 2023 voll einsatzfähig sein. Bis die Behörde nach Bratislava umziehen kann, wird sie im Oktober ihre Tätigkeit in Brüssel aufnehmen.

Der Gerichtshof der Europäischen Union kippt die deutsche Infrastrukturabgabe (»Pkw-Maut«)

(CL) Der Gerichtshof der Europäischen Union hat in seinem Urteil vom 18.06.2019 in der Rechtssache C-591/17 (Österreich/Deutschland) die von Deutschland beschlossene Infrastrukturabgabe (»Pkw-Maut«) gekippt und festgestellt, dass die geplante deutsche Vignette für die Benutzung von Bundesfernstraßen durch Personenkraftwagen gegen das Unionsrecht verstößt. Die Infrastrukturabgabe in Verbindung mit der Steuerentlastung bei der Kraftfahrzeugsteuer, die den Haltern von in Deutschland zugelassenen Fahrzeugen zugutekomme, stellt nach Ansicht des Gerichtshofs eine mittelbare Diskriminierung aus Gründen der Staatsangehörigkeit dar und verstößt gegen die Grundsätze des freien Warenverkehrs und des freien Dienstleistungsverkehrs.

Hinsichtlich des Verbots der Diskriminierung aus Gründen der Staatsangehörigkeit stellt der Gerichtshof fest, dass die Steuerentlastung bei der Kraftfahrzeugsteuer zugunsten der Halter von in Deutschland zugelassenen Fahrzeugen bewirkt, dass die von diesen entrichtete Infrastrukturabgabe vollständig kompensiert wird, so dass die wirtschaftliche Last dieser Abgabe tatsächlich allein auf den Haltern und Fahrern von in anderen Mitgliedstaaten zugelassenen Fahrzeugen liegt. Hinsichtlich des freien Warenverkehrs stellt der Gerichtshof fest, dass die von Deutschland vorgesehenen Maßnahmen geeignet sind, den Zugang von Erzeugnissen aus anderen Mitgliedstaaten zum deutschen Markt zu behindern. Die Infrastrukturabgabe, der tatsächlich ausschließlich die Fahrzeuge unterliegen, die diese Erzeugnisse befördern, sei nämlich geeignet, die Transportkosten und damit auch die Preise dieser Erzeugnisse zu erhöhen, und beeinträchtigt damit deren Wettbewerbsfähigkeit. Hinsichtlich des freien Dienstleistungsverkehrs stellt der Gerichtshof fest, dass die streitigen Maßnahmen geeignet seien, den Zugang von aus einem anderen Mitgliedstaat stammenden Dienstleistungserbringern und -empfängern zum deutschen Markt zu behindern.

In dem Verfahren vor dem Luxemburger Gericht wird Österreich von den Niederlanden unterstützt, während Deutschland von Dänemark unterstützt wird. Es kommt nur selten vor, dass ein Mitgliedstaat eine Vertragsverletzungsklage gegen einen anderen Mitgliedstaat erhebt. Die vorliegende Klage ist die siebte von insgesamt acht in der Geschichte des Gerichtshofs.

Project objectives
To develop materials, technologies and procedures for long-term maintenance, secure access, conservation and in-situ preservation of cultural heritage.

Project actions 
The consortium gathers conservation scientists, chemists, microbiologists and geologists from academic institutes and universities from Spain, Portugal and France.

They develop their research activities by a preventive conservation approach of cultural heritage and work on new generation of preventive coatings for the safeguarding of Cultural Heritage artefacts and monuments.

Erasmus+ project on attracting young farmers - deadline March 2020

Call title:
Key action 2: Strategic Partnerships supporting exchange of good practices

Types of partners sought:
The project is searching for upper secondary educational institutions (students aged between 14-16), VET institutions as well as students' career guidance centres to exchange practices on how to attract young people to the agricultural professions. Further, the project will like to invite interest organisations into the consortium, the exact role and contribution to the project will be agreed during the coming talks.

Description:
For the last ten years, the upper secondary schools in Denmark have witnessed a dramatic drop in the number of students choosing to become a farmer. Several factors have affected this decrease, including a lack of encouragement, a public (mis)perception of the lack of possibilities for career advancement and the image of agriculture and food production in the public debate. Consequently, the Danish Agriculture and Food Council reports that more than every third producer/business in the agricultural sector is in need for qualified labour. Meanwhile, the percentage of young people (between 15-24), not in education, training nor employment has increased 63% between 2010 -2017 to 7.0 in the latter year.
The difficulties of obtaining more young people to become farmers is also a challenge at EU-level. This is reflected in the European Commission's proposal on the Common Agricultural Policy (CAP) beyond 2020 in which generational renewal is one of nine clear objectives. For this purpose, a proposed 2 per cent should be allocated to each Member States' efforts to attract young farmers by building on a single strategic plan that will simplify the support for this group.

This project idea, which is planned to be a Strategic Partnership under the Erasmus+ programme Key Action 2 »Exchange for good practice«, proposes to set up a European partnership of minimum three European countries involving educational institutions, farmers, agri-businesses and policy-makers with the aim of sharing good practice, finding new ways to attract more farmer students, to change the public narrative on farming as a profession, etc. The project will produce and disseminate its finding as intellectual outputs.

A Strategic Partnership within Key Action 2 of EU's programme for education, training and youth offer possibilities for European partnerships supporting innovation and knowledge-sharing. The programme funds the costs related to project management and implementation, transnational project meetings, the development of intellectual outputs (academic results), as well as multiplier events aiming to disseminate the projects' findings to a wider audience. Further, international training and learning activities can be organised.

Deadline for applying for Erasmus+ is March 2020.

Italian Technology Centre is looking for partners in the setting-up of a EU Open Innovation Network in advanced technologies

Description:
Friuli Innovazione, a Scientific and Technological park based in Italy, is looking for a Lead Partner (coordinator) for setting-up a European Open Innovation Network with a central brokerage service point in response to the Call for proposals INNOSUP-07-2019 (deadline: 01/08/2019).  

Friuli Innovazione boosts a sound experience in management of large transnational EU project, mainly in the field of technology transfer, business development, start up programmes, with more than 40 project implemented as partner or lead partner. Friuli Innovazione is part of the regional »Open Innovation System« and is running the Additive FVG laboratory, a public-private partnership project dedicated to 3D printing where companies can learn, cooperate and jointly work to the get used with additive manufacturing technologies.

Their task is to foster collaboration between researchers and companies and the industrial use of scientific and technological results produced by research. Main objectives are achieved through providing  assistance in favour of young entrepreneurs, companies and researchers in the development of business ideas; in favour of innovative and high-tech, through the search for partners and funding, the start-up of new businesses, incubation, etc.

Their services are oriented towards some of the main strategic sectors for the economy and the regional research system (ICT, Additive Manufacturing, Metallurgy and Surface and Advanced Materials Technology, Energy and the Environment, Biotechnologies): in this view, Friuli Innovazione is trying to take part in this call INNOSUP-07-2019, and therefore offers an extended expertise in SMEs, start-up, business incubators field (> 37 projects funded, >33 million €) and in activities linked to innovative solutions based on advanced technologies matching the needs of industrial users. 

Thanks to its location, Friulinnovazione disposes of a huge network of contacts (Universities, Research insitutions, Technology Centres, TOT, industry, Public Administrations), also in reference to the Balcan area. 

Total budget of the call: approximately 1.5 million €
Expected impact of the project:

1. collaboration projects between SME solution providers and (large, multinational) industry users;
2. sustainable network ensuring effective matchmaking between innovative solutions among the participants;
3. positive business impacts for SME providers having benefited from the brokerage services;
4. increased provision by SMEs of innovative solutions based on advanced technologies matching the needs of industrial users. 

Duration: approximately 3 years - the network is expected to work towards financial sustainability and remain active after the end of the project.
