Fortschritte bei der Migrationssteuerung: Mehr EU-Verbindungsbeamte für Migration

Vorläufige Einigung zwischen Europäischer Kommission, Rat der Europäischen Union und Europäischem Parlament

(TGn) Um die Zusammenarbeit mit den Ursprungs- und Transitländern von Migranten weiter zu verbessern, will die Europäische Union das Europäische Netz von Verbindungsbeamten für Migrationsfragen, die von den Mitgliedstaaten und der Europäischen Union selbst in Drittländer entsandt werden, stärken. Auf einen entsprechenden Verordnungsvorschlag der Europäischen Kommission haben sich am 18. Februar 2019 das Europäische Parlament und der Rat der Europäischen Union vorläufig geeinigt. Die Verabschiedung ist nun nur noch Formsache. Die Verbindungsbeamten – derzeit sind es 450 – sollen dabei helfen, irreguläre Migration zur reduzieren und Migrationsströme wirksamer zur steuern. Sie beraten die zuständigen Behörden von Drittländern, um sie bei der Bekämpfung der illegalen Einwanderung und der grenzüberschreitenden Kriminalität sowie der Aufdeckung von Dokumentenbetrug zu unterstützen. Weitere Informationen ergeben sich aus dem Bericht des Ausschusses für bürgerliche Freiheiten, Justiz und Inneres (LIBE) zum Kommissionsvorschlag.

Fortschritte bei der Terrorbekämpfung: Maßnahmen gegen die Terrorismusfinanzierung können bald in Kraft treten

Politische Einigung der EU-Gesetzgeber

(TGn) Im April 2018 hatte die Europäische Kommission einen Richtlinienvorschlag zur Bekämpfung der Terrorismusfinanzierung vorgelegt. Ziel ist es, den Strafverfolgungsbehörden rasch Zugang zu Finanzinformationen zu ermöglichen, die für Ermittlungen bei schweren Straftaten erforderlich sind (darunter Informationen zu Bankkonten und Finanzanalysen). So erhalten sie künftig direkten Zugang zu Informationen über Bankkonten und Vermögensabschöpfungsstellen auf Einzelfallbasis.

Datenschutzregelungen gewährleisten, dass den Strafverfolgungsbehörden nur in bestimmten Fällen von schwerer Kriminalität oder Terrorismus begrenzte Informationen über die Identität des Kontoinhabers zur Verfügung gestellt werden.

Des Weiteren ist eine bessere Zusammenarbeit zwischen den nationalen Strafverfolgungsbehörden und den nationalen zentralen Meldestellen für Geldwäsche-Verdachtsanzeigen (FIU) sowie zwischen den Mitgliedstaaten und Europol vorgesehen. Diese Behörden sollen unter anderem die Möglichkeit erhalten, von den zentralen Meldestellen finanzielle Informationen oder Analysen anzufordern, darunter auch Daten über Finanztransaktionen. Im Gegenzug sollen die zentralen Meldestellen von ihren zuständigen nationalen Behörden Strafverfolgungsinformationen anfordern können.

Am 12. Februar 2019 haben sich das Europäische Parlament und der Rat der Europäischen Union vorläufig geeinigt. Die Richtlinie muss nun noch von Europäischem Parlament und dem Rat der Europäischen Union förmlich angenommen werden.

Nach seinem Inkrafttreten haben die Mitgliedstaaten 24 Monate Zeit, um die neuen Vorschriften in nationales Recht umzusetzen.

RescEU kommt – Europäisches Parlament stimmt Neufassung des EU-Katastrophenschutzverfahrens zu

Übermäßige Eingriffe in die nationalen Systeme verhindert

(TGn) Im November 2017 hatte die Europäische Kommission eine Reihe von Vorschlägen zur Stärkung des Katastrophenschutzes der Europäischen Union vorgelegt. Hintergrund des Kommissionsvorstoßes waren die immer komplexeren und häufigeren Naturkatastrophen, die in den letzten Jahren viele Länder Europas heimgesucht haben, namentlich die Waldbrände in Portugal.

Die Europäische Kommission ist der Meinung, dass das System der freiwilligen Hilfeleistung durch die Mitgliedstaaten an seine Grenzen gestoßen ist. Die Vorschläge umfassen zum einen die Ergänzung der Katastrophenabwehrsysteme der Mitgliedstaaten durch die Einrichtung einer zweckgebundenen Reserve von operativen Kapazitäten auf Unionsebene vor (rescEU), zum anderen die Stärkung der Katastrophenprävention und -vorsorge. Die Vorschläge wurden insbesondere von Deutschland kritisch gesehen, weil zu befürchten ist, dass die Mitgliedstaaten ihre eigene Katastrophenvorsorge vernachlässigen könnten.

Nach intensiven Verhandlungen kam es im Dezember 2018 zu einer vorläufigen Einigung zwischen dem Europäischen Rat und Europäischen Parlament. Die Verabschiedung durch das Plenum am 12. Februar 2019 war daher nur noch eine Formsache. Der Text wurde mit 620 Stimmen bei 22 Gegenstimmen und 35 Enthaltungen angenommen. Die Rechtsvorschriften werden nach der endgültigen Billigung durch den Ministerrat in Kraft treten und bis zum Sommer dieses Jahres wirksam sein.

Mit dem Gesetz wird insbesondere auch eine »RescEU«-Reserve von Ressourcen wie Löschflugzeugen zur Waldbrandbekämpfung, Hochleistungspumpen, Feldkrankenhäusern und Notfallteams für den Einsatz in Notfällen aller Art eingerichtet. RescEU wird eingreifen, wenn die Mitgliedstaaten nicht über genügend Einsatzmittel verfügen, um angemessen auf eine Katastrophe zu reagieren.

Ursprünglich wollte die Europäische Union selbst diese Ressourcen anschaffen und vorhalten. Nunmehr ist vorgesehen, dass sie in bestimmten Mitgliedstaaten mit überwiegender EU-Finanzierung angeschafft und vorgehalten werden. Über deren Einsatz in und auch außerhalb der Europäischen Union entscheidet allerdings die Europäische Kommission. Die gemeinsame Nutzung der Einsatzmittel soll effizienter und schneller werden, nationale Kapazitäten sollen ergänzt, nicht ersetzt werden. Des Weiteren wird der grenzüberschreitende Erfahrungsaustausch auf dem Gebiet des Katastrophenschutzes und der Katastrophenvorsorge in der Europäischen Union verbessert.

Europäisches Parlament verabschiedet seine Position zur Reform der EU-Regionalpolitik nach 2020

(JB) Mit großer Mehrheit hat das Europäische Parlament am 13. Februar 2019 seine Position zum Vorschlag der Europäischen Kommission über die Verordnung »Gemeinsame Bestimmungen für den Europäischen Fonds für regionale Entwicklung, den Europäischen Sozialfonds Plus, den Kohäsionsfonds und den Europäischen Meeres- und Fischereifonds sowie Haushaltsvorschriften für diese Fonds« (Dachverordnung) angenommen. Der Bericht von Constanze Krehl (S&D/Deutschland) und Andrej Novakov (EVP/Bulgarien) wurde mit 460 Stimmen bei 170 Gegenstimmen und 47 Enthaltungen verabschiedet.

Die Abgeordneten sind der festen Überzeugung, dass die Höhe der derzeitigen Mittel von 378,1 Milliarde Euro (zu Preisen von 2018) im Zeitraum 2021-2027 beibehalten werden sollte. Insbesondere die weniger entwickelten Regionen sollen weiterhin eine umfangreiche EU-Unterstützung erhalten, mit Kofinanzierungssätzen von bis zu 85 Prozent (Europäische Kommission hatte maximal 70 Prozent vorgeschlagen), und einem Anteil von 61,6 Prozent an den Fonds für regionale Entwicklung, Soziales und Kohäsion. Auch der Kofinanzierungssatz für Übergangsregionen und stärker entwickelte Gebiete wurde auf 65 Prozent bzw. 50 Prozent (Europäische Kommission hatte maximal 55 Prozent bzw. 40 Prozent vorgeschlagen) angehoben. In Sachsen würden ab 2021 gemäß dem Vorschlag der Europäischen Kommission die Regionen Dresden und Chemnitz zu den Übergangsgebieten zählen und die Region Leipzig wäre stärker entwickelte Region.

Nach Auffassung des Europäischen Parlaments soll auch der Europäische Landwirtschaftsfonds für die Entwicklung des ländlichen Raums (ELER) bis zu einem gewissen Grad künftig unter die Dachverordnung fallen. Weitere wesentliche Forderungen der Abgeordneten sind:

  • Unterstützung von Innovation, Digitalisierung, kleinen und mittleren Unternehmen (KMU) sowie des Übergangs zu einer Wirtschaft ohne Nettoemissionen,
  • Bessere Synergieeffekte zwischen den Förder- bzw. Investitions-Fonds,
  • Verstärkte Unterstützung für weniger entwickelte Regionen und
  • Einfachere Vorschriften für Verwaltung und Kontrolle.

Außerdem sollen die gemeinsamen Vorschriften stärker mit den allgemeinen politischen Zielen der Europäischen Union verknüpft werden, um z. B. die Wettbewerbsfähigkeit zu erhöhen, die Effizienz bei der Energienachfrage und -versorgung zu steigern, den Schutz der Umwelt und die Bekämpfung des Klimawandels zu verbessern sowie intelligente und nachhaltige Mobilitätsprojekte zu fördern.

Die Abgeordneten lehnen die Anwendung von makroökonomischen Konditionalitäten ab und haben auch die Vorschläge der Europäischen Kommission für eine stärkere Verknüpfung der Kohäsionspolitik mit dem Europäischen Semester (länderspezifische Empfehlungen) abgeschwächt.

Lorenzo-Natali-Medienpreis: Neue Bewerbungsrunde für Beiträge zur Entwicklungspolitik startet

(AV) Die Europäische Kommission hat am 18. Februar 2019 den Startschuss für den Lorenzo-Natali-Medienpreis 2019 gegeben, mit dem herausragende Beiträge von Journalisten ausgezeichnet werden, die über Entwicklungsthemen berichten. Bewerbungen in den Bereichen Online-, Print- und audiovisuelle Medien können bis zum 14. April 2019 eingereicht werden.

Der Lorenzo-Natali-Medienpreis 2019 wird in drei Kategorien vergeben:

  • Großer Preis: für Medien mit Sitz in den folgenden Regionen: Afrika, Arabische Welt und Naher Osten, Asien und Pazifik sowie Länder in Lateinamerika und der Karibik, in denen die Europäische Kommission Entwicklungshilfe leistet.
  • Europa-Preis: für Medien mit Sitz in der Europäischen Union
  • Preis für den besten Nachwuchsjournalisten: für Journalisten unter 30 Jahren, die für Medienunternehmen in einem der oben genannten Länder tätig sind.

Bewerbungsverfahren
Die Journalisten sind aufgerufen, ihre Arbeiten einzureichen, im Print-, Digital-, Hörfunk- oder Fernsehformat. Bewerbungen werden vom 18. Februar bis zum 14. April 2019 entgegengenommen. Detaillierte Informationen zu den Regeln und Kriterien für die Teilnahme sind online abrufbar.

Auswahl und Preisverleihung
Die Auswahl erfolgt durch eine Jury, die sich aus renommierten Journalisten und Entwicklungsexperten aus aller Welt zusammensetzt.

Jeder Preisträger erhält 10.000 Euro. Dem Gewinner der Kategorie »Bester Nachwuchsjournalist« wird außerdem ein Volontariat bei einem Medienpartner angeboten.

Alle Gewinner werden im Juni während der Europäischen Entwicklungstage in Brüssel bekannt gegeben und ausgezeichnet.

Neue Regelungen sollen strategische Bereiche und kritische Infrastrukturen schützen

Abschließende Entscheidung über Transaktionen verbleibt bei Mitgliedstaaten 

(CL) Das Europäische Parlament hat am 14. Februar 2019 einer von der Europäischen Kommission vorgeschlagenen Verordnung zur Schaffung eines Rahmens für die Überprüfung ausländischer Direktinvestitionen (ADI) in der Europäischen Union mit 500 gegen 49 Stimmen, bei 56 Enthaltungen, zugestimmt. Ziel ist eine bessere Koordinierung ausländischer Direktinvestitionen in der Europäischen Union. 

Die neue Verordnung soll kritische Infrastrukturen, einschließlich Energieversorgung, Verkehrsnetze, Wasserversorgung, Kommunikation, Gesundheitswesen, Datenspeicheranlagen sowie Strukturen zur Analyse großer Datenmengen, Raumfahrt- und Finanzdienstleistungsinfrastrukturen, Verteidigung, Medien sowie Technologien wie Halbleiter, künstliche Intelligenz und Robotik schützen. 

Der neue Überprüfungsrahmen sieht unter anderem vor:

  • Die Schaffung eines Kooperationsmechanismus, der es den Mitgliedstaaten und der Europäischen Kommission ermöglicht, Informationen auszutauschen und Bedenken in Bezug auf bestimmte Investitionen zu äußern.
  • Die Möglichkeit einer Stellungnahme von Seiten der Europäischen Kommission, wenn eine Investition die Sicherheit oder die öffentliche Ordnung von mehr als einem Mitgliedstaat bedroht oder wenn eine Investition ein für die gesamte Europäische Union bedeutendes Projekt oder Programm untergraben könnte, etwa Horizont 2020 oder Galileo.
  • Die Förderung der internationalen Zusammenarbeit im Bereich Überprüfung von Investitionen, die auch den Austausch von Erfahrungen, bewährten Verfahren und Informationen über Fragen von gemeinsamem Interesse umfassen soll.
  • Die Festlegung bestimmter Anforderungen für Mitgliedstaaten, die auf nationaler Ebene einen Überprüfungsmechanismus beibehalten oder einführen wollen. Die abschließende Entscheidung darüber, ob eine bestimmte Transaktion in ihrem Hoheitsgebiet genehmigt werden soll, verbleibt bei den Mitgliedstaaten.

Nach der noch ausstehenden förmlichen Zustimmung des Rates der Europäischen Union zu der Verordnung haben die Mitgliedstaaten und die Europäische Kommission 18 Monate Zeit, um die notwendigen Vorkehrungen für den Einsatz des neuen Mechanismus zu treffen.

It is a medium sized city comprising the second metropolitan crown and is located approximately 30 km from Barcelona, surrounded by an extensive road communications network. In 1999, Granollers municipality approved the Local 21 Agenda. Granollers City Council is a founder member of the Spanish Network of Cities for Climate, and was one of the first cities in the Barcelona province to sign the Covenant of Mayors in 2008. In July 2009, the city approved its Sustainable Energy Action Plan (2009‐2020) to achieve European objectives for 2020. In 2014, the Mayor of Granollers signed up to the Mayors Adapt initiative within the framework of the Covenant of Mayors.

Granollers is in the group of the 10th Spanish cities with more % of employees in the industrial sector, and the second in Catalan region. In Granollers there exists 7 industrial parks with a total industrial useful surface of 1,634 km2 with more than 650 economic activities installed. In terms of energy, in the framework of SEPA action plan it is assumed that the industrial activities are responsible of the 47% of the energy consume in Granollers (around 650GWh/year).

It is important to mention that Granollers Mercat, the economic promotion area of the city is working on the field of industrial symbiosis since 2015. There are several projects focusing on different aspects: EcoCongost that aims to install an industrial heat network to provide steam to the industries placed in Congost Industrial park by using the organic waste to produce biogas that will be used to generated steam.

Granollers gets in Symbiosis: Project focused on the detection of waste, resources or capacities, the management of whom   could be improved in terms of circular economy thanks to other local stakeholders.

GRID Granollers: Online platform that aims to enable and facilitate the industrial symbiosis.

European experience and previous projects:
Granollers municipality has been participating in different European projects, most of them in LIFE and INTERREG calls.

Related with energy topics and environmental aspects the Compose project and the Green partnership project are the most relevant.

Actually, Granollers municipality are working in Thermos project, the first H2020 project related with district heating networks.

Project Title:
Industrial Symbiosis in industrial parks to promote circular economy

Brief description (Main issues, problems to be solved, needs):
The circular economy concepts are not being recognized by most of the companies and the actions that could be considered in terms of circular economy. At the same time most of the cases that are being detected in the work done during the last years emphasize the need to develop a methodology in order to promote the creation of new start-ups focused on that.

In that sense, is it necessary to align with the entrepreneurship policies and training activities which should also helps this creation.

Finally, the creation of a industrial circular hub with information, services related with the circular economy will help to promote and make visible the benefits of this circular economy. At the same time, this hub could be used as a showcase of available resources , wastes and local »circular products«.

Specific objectives of the project:

  • Contribute to sustainable city brand.
  • Increase the capacity to attract new companies in Granollers industrial areas.
  • Increase the economic and environmental competitively of the companies placed in the industrial areas.
  • Increase the retention of the companies' places in the industrial areas.
  • Create a collaborative (symbiotic) environment in the use of resources and energy.
  • Promote concepts and benefits of industrial symbiosis and the circular economy.
  • Maximize the use of local resources.
  • Improve the actual management of industrial waste.
  • Increase the occupation thanks to the implementation of new companies and to the improvement of the competitiveness of the actual once.
  • Direct occupation in the implementation of new companies or job opportunities based on new »circular products«.
  • Awareness and training in industrial symbiosis.

Desired partner profile (country, activity/sector, experience):
Denmark has a large experience on industrial symbiosis.  Netherland has experience on the circular economy definition and the ecodesign such as Sweden or Norway.

Project Title:
Industrial energy audits skills

Brief description (Main issues, problems to be solved, needs):
Most of the companies placed in the industrial parks of Granollers are SMEs and micro companies, which are not forced to make energy audits by law. Between those companies, in some of them, the energy consumption had an important impact into their economic balance.  And the other once, without no relevant energy consumption, the energy skills should be needed during the year for the energy tariff negotiation or the purchase of machinery or the evaluation of renewable energy offers...

At the same time, it is important to mention that the companies offering technical serviced to the industries are commonly not placed near the industries and the urgent services had an important economic cost.

Finally it is important to mention that the training in energy skills are commonly offered far awat from the industrial sites.

The main idea is to design a training program next to the industrial sites in order to provide different level of skills depending on the public.

  • Energy audits for industrial technical workers
  • Energy audits for installers and maintenance companies
  • Energy audits for high degrees

The training could also include practical training in the companies placed in the industrial areas.

Specific objectives of the project:

  • Increase the competitiveness of the industrial activities by focusing on energy vector.
  • Introduce the energy management in the industrial management culture/activities.
  • Increase the number of consultancies and industrial services companies placed in Granollers.
  • Increase the number of companies with an energy audit already done.
  • Implement technical trainings in energy audits in different degree levels.
  • Increase the competitiveness of Granollers industrial parks, thanks to the existence of auxiliary services and training activities focused on industrial sector.

Energy exchange in industrial parks

Brief description (Main issues, problems to be solved, needs):
Most of the companies placed in the industrial parks of Granollers are SMEs and micro companies and most of them could not achieve competitive useful energy cost because of different aspects such as: primary energy costs, efficiency of internal energy system (boilers, etc) or the energy use profile.

Those aspects area also barriers to implement energy efficiency and renewable energy in the industrial activities.

At the same time, the cooperation culture between the industries placed in industrial parks is not promoted and the benefits of the cooperation should be explained and proved.

Finally, the companies, due to their production profiles, have a large number of infrastructures and machineries that are not being used (not needed) for large periods of time. Because of that, those machineries or infrastructures do not receive the proper maintenance and their energy efficiency is not a priority.

The project aims to focus on the creation of the cooperation culture between the industries and prove the benefits of this cooperation by one or two pilots: Heat exchange between two large companies and/or centralized solar thermal to provide energy to several industries and/or solar photovoltaic system to provide energy between industries and/or machinery exchange to increase energy efficiency (forklift trucks...)

Specific objectives of the project:

  • Reduction of the GHG emissions and the particle pollutants in Granollers municipality.
  • Promote the renewable energy generation.
  • Reduce the fossil energy consumption.
  • Contribute to sustainable city brand.
  • Increase the capacity to attract new companies in Granollers industrial areas.
  • Increase the economic and environmental competitively of the companies placed in the industrial areas.
  • Increase the retention of the companies' places in the industrial areas.
  • Create a collaborative (symbiotic) environment in the use of energy resources.
  • Promote concepts and benefits of industrial symbiosis and maximize the use of local resources.
  • Ensure working places in the actual companies.
  • Increase the occupation thanks to the implementation of new companies and to the improvement of the competitiveness of the actual once.
  • Direct occupation in the implementation, management and maintenance of the infrastructures related with the project.
  • Awareness and training in industrial symbiosis of Granollers industrial parks, thanks to the existence of auxiliary services and training activities focused on industrial sector.

Desired partner profile (country, activity/sector, experience):
Countries with large experience on industrial park promotion such as Denmark,  Netherlands, Germany, or Norway.
Partners with experience on industrial symbiosis in the energy vector.
